Ndevelo was ahead on the judges' scorecards after the opening two rounds of the men's 60kg bout but 2022 winner Gallagher came roaring back in the third and final round.
He connected with a number of shots and looked close to forcing a standing count, but was unable to tip the scales back in his favour, losing the decision 3-2.
"Look, I'm not going to say that I won that hands down, but that was a tight fight," he told TNT Sports.
"I thought I won the first round, and the second round as well actually, so I felt like I was two rounds up going into the third.
"In that third round I dominated him and may have been a wee bit unlucky not to get him on a count."
Gallagher went on to question the officiating across the Commonwealth Games.
"Just seeing the scores there on the screen, one judge had it to me 30-26," he added. "How can one judge have it 30-26 and the others go against me by whatever scoreline?
"A lot of boxing people have thought the officiating at the boxing event this year has been questionable to say the least, but forget about that, I am here to box, I can't control anything else."
