Plymouth Argyle have completed the signing of Stephane Zubar after being granted international clearance for the French full-back.
The 23-year-old joined Argyle from Romanian side SC Vaslui in August, but he has been unable to play so far.
Plymouth secretary Carole Rowntree said: "The transfer process can be incredibly complex, but this deal reached a new level of difficulty."
Zubar has also played for SM Caen, Pau FC and FC Brussels.
