Rochdale manager Keith Hill is critical of Football League clubs who he claims are living beyond their means.
The Dale manager is becoming frustrated with clubs that end up spending too much and then are not punished.
"It amazes me the Football League and the Football Association seem to turn a blind eye to it," said Hill.
"It happens on a regular basis. We should see a football club go to the wall, and I mean a really big football club," Hill told BBC Radio Manchester.
"Maybe then we might get a little bit more of a conscience in the boardroom.
"But there's so many teams that get away with it and not only get away with it but bear the fruit of their success."

Hill led Dale to promotion from League Two last season, for the first time since 1969 but, after a promising start, they currently sit 18th.
And, while other League Two clubs are spending money on comparatively big transfer fees, Dale have had to mainly rely on free agents and loan signings.
Hill had five loan players in his matchday squad for Friday's 2-1 defeat at Peterborough. And he admits: "We're fighting within our financial means.
"This is not me belly aching. This is the truth. This is me being honest. I just wish there was a little more integrity and honesty with managers, boardrooms and chairmen.
"People are spending cash they haven't got on players they can't afford and then bearing the dividends from recruiting those players."
