Conservationists and off-road motorcyclists will argue over who has the right to use countryside.
A public inquiry starts on Tuesday to decide whether bikers can ride along a fell-top byway which runs above Allendale, in Northumberland.
The trail bikers want the right to take their bikes across, what they say, are ancient moorland highways.
But conservationists say the area is not suitable and that bikes and off-road vehicles will rip up the fell.
The inquiry at Langley Village Hall, in Allendale, is expected to last two days.
